History of the Fund

The John Papan Memorial Scholarship Fund was founded in 1981 by former Assemblyman Lou Papan and his wife Irene in memory of their son John. John Papan died at the age of 21 after fighting the effects of a congenitally malformed vascular system. This diagnosis was so rare that there I no known case on the books. The condition resulted in reduced oxygen and nutrients reaching the organs and muscles of his body. Without sufficient blood supply, John’s body ultimately failed.

The Fund is the desire of John’s parents to help some young men and women attain goals they set for themselves; goals that John’s short life did not permit. John fought valiantly against life’s obstacles. In his memory, the Fund seeks to reward those students who have triumphed despite significant obstacles.

Unique Types of Scholarships

The Fund awards two very unique types of scholarships. The first category helps special education students as John’s illness left him learning disabled. The second category helps “Late Bloomers.” These are kids who received virtually all “D’s” and “F’s” during their first two years of high school, but turned their grades around during their latter two years. There are almost no scholarships for such students that the Fund seeks to recognize the potential of these overlooked kids.

The John Papan Scholarships are awarded annually in the Jefferson Union High School District and San Mateo Union High School District. Since its inception, the scholarships have helped many, many kids achieve their goals.

Irene and Lou Papan are both deceased. Their daughters, Gina and Diane Papan are privileged to carry on their legacy in memory of John Papan.
